A state license is required only in New York City, Suffolk, Nassau, Westchester, Putnam and Rockland counties, and in Buffalo, according to the New York Attorney General. What New York says about home repair contracts
For work over $500, New York requires a written contract in plain English that describes the work and the materials, with a three business day cancellation notice, per the Attorney General fact sheet. The NYS Department of State lists red flags: door-to-door pitches, cash only offers, and demands for the full price up front. We give a written quote for every job and show a street address.

Questions about handyman services
What does a handyman do?
We fix and install. We repair doors, drywall, ceilings and windows, do small carpentry, hang shelves and mount TVs, and run seasonal home maintenance checks.
Can a handyman do plumbing and electrical work?
Some minor tasks may be allowed, depending on the work and local requirements. Gas lines, electrical panels, new circuits and major plumbing work should be handled by the appropriate licensed professional. We explain when a licensed trade is needed before work starts.
Do I need a permit for a repair?
It depends on the job. The City of Rochester says replacing windows of the same size and location does not need a permit, while decks 18 inches or more above the ground do. When you are not sure, call the Bureau of Zoning and Permitting at 585.428.6526.
Do you work on rentals?
Yes, for landlords and property managers. Tenants should ask the owner first.
How do I hire a repair person safely?
Get the quote in writing, check insurance and references, pay in stages and never the full price up front. Be careful with anyone who asks for cash first or shows no address.
